Envisioning Workforce Development for All

Higher Education and Business Organizations (HEBOs) face the major challenge of aligning their learning methods and curricula with workforce needs in an evolving job market. Specifically, they are in need of regularly updating programs that reflect the skills demanded by growing industries. Moreover, market demands require professionals of all backgrounds to continuously update their skills and competencies to stay relevant, adapt to emerging technologies, and meet the evolving needs of industries in a competitive global economy.

Meanwhile, adult learners and working professionals (ALWPs) continue to encounter socio-economic, structural, cultural, and historical barriers in their pursuit of the skills and competencies needed for educational and career success. Therefore, HEBOs must develop inclusive and accessible learning approaches, methods, and environments that actively foster engagement and persistence, especially among ALWPs.

The key question then is: How can HEBOs realign their campus activities and priorities to support inclusive learning environments that promote academic persistence, career readiness, and long-term workforce success for ALWPs?

In response, we are very pleased to introduce Promoting Learning and Upskilling for Success (PLUS) an inclusive, holistic, and transformative education and training excellence framework designed to help HEBOs empower adult learners and working professionals (ALWPs) for achievement success in the workplace. PLUS fosters equitable access to career advancement and professional growth by equipping  ALWPs with the knowledge, skills, and competencies needed to overcome structural and socio-economic barriers that hinder their advancement and progress.

PLUS involves three pillars, which are Outcomes Plane, Educational and Training Sphere, and Intervention Domain. Each of the pillar of PLUS has sub-categories termed Result Measures, Foundational Components, and Transformative Elements,  as shown in the graphic below.

The Transformative Elements (TEs) of the PLUS framework are grouped into six Focus Areas. HEBOs can manipulate subcomponents of the TEs to ensure that ALWPs can obtain a credential such as a certificate, a degree, or advanced professional skills so they are fully ready for career achievement and success in the modern workplace.

Simply put, in today’s evolving workforce development landscape, HEBOs of all sizes and orientations must innovate at every level of the organization to prepare individuals—particularly  ALWPs —to achieve their lifelong dreams and career aspirations. The PLUS framework offers a practical and transformative model for breaking down traditional barriers of time, place, and institutional norms. By leveraging this framework, HEBOs can more effectively support ALWPs in realizing their career, personal, and social goals.
